I recall reading that the tags in the NWT are given to the Inuit (proper name for "Eskimo"), who then charge BIG bucks to guide hunts. So it is a very good revenue source. Also, all hunts are "Traditional", meaning with dogsled. No snowmobiles. Did the article mention that?
