Alright, so. I'm thinking of buying a Norinco 1911 platform and going all out on it (in terms of gunsmithing). I basically want to turn it into a reliable tactical sidearm. The question is would I be better off to simply buy something like, say, a Springfield or Kimber?

I've heard that the Norinco is an excellent pistol, especially given the cost. If you want something cheap and reliable that you can tinker with and upgrade yourself than I say go for it. Think I'll probably go this route myself if I ever get around to buying a pistol.
Have a look at the STI Spartan. For what you'd pay to have a Norinco with some work done, you can get (I'm told) a nice, tight, accurate Spartan right out of the box.
The Spartan is a collaboration between Armscor Phillipines and STI, rather than a "purebred" STI... but I've heard nothing bad about them.

I just got an Norinco NP28 1911. I've not even taken it to the range yet, but have spent about 7 hours making it work right.
NOW........ that being said, I bought it with the intention of learning the 1911 platform, and I love to tinker. My M&P is what I choose for my tactical, service pistol choice.
For the money, if you like to tinker, I think it's a decent frame, all the parts are robust, even if they do need a bit of sanding... LOL
Some say it's not worth putting a lot of money into, and I certainly wouldn't put much into one. However, I can see there is quality metal in these guns, and they should make a decent sidearm.

I've got a Norc NP 28 myself and it is absolutely reliable, this gun WILL NOT jam and has good accuracy. On the other hand its trigger is brutal and the stock sights suck. You have to keep in mind that Norcs may cost you alot more than the $325.00 sticker price to make a good shooter.I'd carefully calculate how much your upgrades are going to cost and you may find it's cheaper and faster to go the other route.
Can you buy what you want at a reasonable cost (without modifications). If so then buy it.
If you can't get exactly what you want and you want a gun just like this and don't care about it being a Norinco, then use it to build up what you want. Just don't expect to get your money back if you plan on selling it. Not that you often get your money back on a new gun either.

The Norinco cannot enter the United States.
Considering your CCW sentiment in your signature line ("Due to Canadian laws, I am not allowed to carry a firearm as a form of self defence..."), I suspect that you might want to travel with your new-found reliable tactical sidearm. The Norinco - due to import restrictions - cannot enter the U.S. while any number of other suitable firearms would be welcome.
For this reason alone, the Norinco is less attractive.
