Not a HVA, unless it's been scrubbed of stampings and the floorplate / trigger guard replaced and an adjustable trigger added.
I personally lean toward a Las Corunas (Santa-Barbara) action, the trigger group would be a good giveaway but from the outside, it doesn't look like a Sako trigger (used by FN as their adjustable trigger). If it has the Sako trigger, it really can be a Sako High Power. In any case, if it's a FN made action, it should have Belgian proofs or typical markings under the wood.
 
You're right, might be a Safari HP. I was looking at pics on ny cell phone and I did not enlarge the pics in the trigger guard area. The Browning (and the Sako, they are pretty much the exact same) have a nonexistant floorplate release button, while the PH/SB one have a very visible one at the bottom side of the TG. The pistol grip bottom is also typical for the HP
