You can easily find all the parts to build a shorty 10.5 inch AR, but I think you may find it difficult to find Noveske parts, and if you do find them for sale on the EE they will cost an arm and a leg.

My AR was built from parts I acquired over a few months, it was my first AR, and building it myself gave me a good understanding of how it operates. Plus it was fun!! You can find a million instruction videos all over the net to help you.
 
I dont absolutely need noveske parts. Seeing as how the accessories i want will cost me an arm and a leg, i just want a really basic 10.5 inch rifle i can pimp

questar is ordering in some 10.5 inch uppers and they are very inexpensive. I think 660$ complete, made in America too.
 
There are two new Noveske Rifles on the EE right now, a 14.5" and a 7.5". I'd buy the 14.5" and source a 10.5" Noveske barrel and your done. Although, you can't go wrong with a 14.5" Noveske Afghan. The 14.5" is priced reasonably and I don't know why it has not sold yet:

That one looks real fine.... Too bad I was planning on building the gun for my bday coming up in october.....i just spent alot of coin on pistols :(
