Possibly defective 3200 elite? Or just ring problem?

I have a Savage Edge which came with the package scope. This scope worked fine but I installed a Bushnell Elite 3200 to upgrade a bit. This scope also worked fine. The only problem with it is I accidentally bought a glossy version and this is a 'beater' hunting rifle so I took that scope off and put it on a target gun.

I then installed another elite 3200 in matte. Otherwise the same scope. This one needs to be cranked 'up' nearly all the way to get the rifle hitting correctly at 40 yards (phoenix range). Obviously there's a problem with elevation. Since the previous 2 scopes worked fine on the same rings and bases, I'm inclined to believe the problem is with the scope.

It does have the cheap-o factory package rings so I thought maybe there's a varience in the size of them and switched front to back with no improvement.

Should I spend money on some better rings, maybe have it corrected in a shop with shims? Or should I just send this scope back to Bushnell for warranty service?

Just an addendem to this post, I have gone through 2 bushnell 600 DOA's mounted on a rem 700 vtr with Leupold rings and single piece base. Neither scope seems to want to adjust for windage or elevation. Finally used the gross windage adjustment on scope base which now puts me on the vertical centerline but still shooting 2" low at 50 yards. Dialed up elevation upwards of 15 clicks on 1/4 moa with no change in point of impact. I don't think I'll be buying another bushnell scope. Though there was no questions when I took the first one in.
