This sounds like it could be caused by gyroscopic drift, also known as spin drift. If so, perhaps the easy solution is to sight in for about 1 moa to the left at close range?

With no wind the spin drift would be 2.5 inches at 700 yards.
 
Spin drift I always find an interesting topic. The one thing about spin drift is I find I never get to shoot in 0km wind. I do not have a dope chart with it but I do know it's there.

I figure fps + twist + bullet type have the differences and this makes me wonder.

Would the perfect combo eliminate spin drift?
