Been that way since 2013:

Identification

294. (1) Before selling propellant powder to a buyer, the seller must require the buyer to establish their identity by providing

(a) a piece of identification, issued by the Government of Canada or a provincial, municipal or foreign government, that bears a photograph of the buyer; or
(b) two pieces of identification, each of which sets out the buyer’s name, at least one of which is issued by the Government of Canada or a provincial, municipal or foreign government and at least one of which sets out the buyer’s address.
Marginal note:Verification of identity

(2) If the buyer provides a piece of identification that bears a photograph, the seller must ensure, before selling the propellant powder, that the photograph is that of the buyer.

Marginal note:Record of sale

295. A seller must keep a record of each sale of propellant powder for two years after the date of the sale. The record must include the following information:

(a) the buyer’s name and address or the number of their licence, if any, issued under the Firearms Act;
(b) in the case of a licensed buyer, the licence number and expiry date;
(c) the type and trade name of the powder sold, the size of the container in which it was sold and the name of the person who obtained its authorization;
(d) the quantity of powder sold under each trade name; and
(e) the date of the sale.

It's the law!
As already posted by Shawn.
Predates 2013 too, I remember recording powder sales in the late 80's.

Now, how much enforcement is given to this law, and how much NRCan cares to enforce it is un clear.
That's why it's so unfamiliar to so many.

Same goes with online powder buying,

Seller needs to keep your info. Why so hostile to some poor cabelas kid?

Think from his perspective.... angry guy telling him TGFY after just doing what he was told.

cabellas does that , one person said it was in case the goverment does an audit on their current powder inventory, the other person said they record the personal info, just what was bought in what amount for store inventory on top of the computer system, either way, i didnt care, i needed more varget and they had it, and yes, thay had a form that said, powder purchase form, or something very closely worded to that, i dont really care, they can know i have it, but when it goes home it very quickly is loaded into waiting brass and sent down range

I wasn't ok with my name and address being recorded when buying a rifle and I don't feel any different about it when buying gunpowder. I don't hassle the poor guys that have to deal with it just like I do though...

The only thing weird about it is that I have gotten powder from wss before and never have been asked for ID other than pal. Bought at p+d and was not asked for more than pal

I buy my powder from Cabelas online, have them ship it to Saskatoon store. I give them someone else's name for pick up. Free shipping and never been asked for PAL or any info recorded.
