I was just thinking about the same thing with black powder round balls, wondering if I have to charge up or charge down on it, but I was also thinking the same lines as you were thinking of 45 ACP and my 30 30, I believe it is the same charge or minus a few grains
When I compared my 147gr 9mm bullets, the difference in velociy between the traditional lubed bullets and PC bullets was only about 12fps with the same powder charge. I got similar results with 130gr. .38 loads as well.

Powder coating cast bullets makes the driving bands or bearing surfaces entirely slick. Slick means less friction.
Less friction in the barrel means a bit more velocity, but i would not commensurately reduce the load.
