very technical question....
depends alot on the alloy of the material, temps and time at the temp, as well as the rate of cooling etc that changes the temper of the material
for powercoating typical powder cure cycles are 325-375°F @ 12-20 minutes, metal temperature (oven may have to be hotter to achieve this temp.
there are lower temp powercoating paints available
for aluminum 6061 changes its tempering (crystaline structure) at aprox 400f
im not expert at powder coating, id suggest talking to a powercoater and seeing what he/she thinks
i dont see why it cant be done. my 10/22 has a powdercoated reciever.
