Powder Ledger?

I went to one of the local gun stores in Red Deer last weekend to pick up some components and dies for the .357Mag. Anyways, I get to the counter to pay for my goods, when I set the powder on the counter, they ask for my driver's license so that they could record in a log book who bought it and where it's going. Long story short, I ended up getting my powder elsewhere that doesn't ask for my DL.

What's the deal? I've never had to show my license anywhere else. They told me that it was required by law in Alberta. I can't find anything about it though...

Can someone point me in the right direction, please?

I boycott Canadian Tire for the same reason, I do not drive powder, ammo, or frickin' BB's to and from the store so I don't understand why they will not sell you anything without recording your DL.
 
You do realize that the powder ledger is a requirement from the explosives act that smokeless powder is controlled under.
Albeit many shops forgo the requirement for numerous reasons. Last time I made an entry it was by my hand and surprisingly a now dead western movie star bought the exact powder I did on that same day.
Taking a guys do info is definable going far beyond what other shops do. Hmmm
 
It is I believe required by law under the NRCAN regulations. It is not governed under the firearms act. The taking of personnel information when buying powder seems to be very hit and miss between powder retailers and even among sales people in the same shop.

Class 1 — Gunpowder Class
8. (1) The gunpowder class includes

(a) the explosive ordinarily called gunpowder;

(b) preparations formed by the mechanical mixture of a nitrate with any form of carbon or with any carbonaceous substance not possessed of explosive properties, whether or not the preparation contains sulphur, and whether or not the preparation is mechanically mixed with any other non-explosive substance; and

(c) explosives containing a perchlorate that are not included in Classes 2, 3, 4 or 5.

(2) The explosive described in paragraph (1)(a) shall form a subclass of the gunpowder class to be known as Division 1 of that class and the explosives described in paragraphs (1)(b) and (c) shall form a subclass of the gunpowder class to be known as Division 2.


123. Where a person sells a propellant of Division 1 of Class 1 or of Division 1 or 2 of Class 3, or fireworks of Subdivision 2 or 5 of Division 2 of Class 7, the person shall keep a record of the sale in a manner indicated by the Chief Inspector and shall make the record available, on request, for inspection by an inspector or a peace officer.

I'll still buy from the other places for my powder. It is required to keep a record but I don't like how accessible the binder at this particular establishment is.

See, they wouldn't let me fill it out... They were going to take my DL and fill in all of the info from my DL, as they did with others. It wouldn't bother me so much if they logged ONLY the name (first initial, last name, something like that) and DL# or PAL#. But they would write everything short of my description.
 
This must be pretty low on the list of 'things worth enforcing', as I cannot recall ever having been asked for more than payment, in order to leave the store carrying the stuff.
