A decade or so ago some knowledgeable people in the firearms industry got their heads together and made a rather obvious statement about the classification of the 25-06 and similar bore capacity chamberings.
They felt then and still do that such cartridges are on the low end of the MAGNUM cartridge parameters.
I have found in the past that H4831 was OK but IMR 7828 or IMR 7828ssc were much better.
Varget, 4350 and H4831 are very similar in burn rate. Not identical though.
IMR 7828ssc has a slower burn rate and extends the pressure curve further out into the bore. Some claim this decreases barrel life but there is a decent trade off in accuracy and increased velocity.
When using such slow powders, I recommend use of magnum primers. Your choice on that though.
