Powder storage regs seem to be missing???

Good Afternoon Reloaders,
I have been pouring over the explosives act looking for the ciations others have put here and i can't find any references to powder/primer storage requirements. I am looking here

Am i looking at the wrong thing or has something gone missing??

It is bugging me now because i signed a log sheet at Cabela's today first time ever in 10 years of reloading activities. I want to make sure i am in compliance with NRCAN regs and can't find any in the Explosives act or the web page. Are they just strolling along the modernization project or what is happening here?

If memory serves, smokeless powder is not classified as explosives, but flamable solids. Black powder may be considered explosive.
