Buy in very small amounts until you settle on the powder of choice then buy in bulk, Higginson in Ontario, I buy from The guy here in Lancer as he has the best assortment (Doug Rayner) he has Accurate Arms, Western, IMR, Hogdons, Velveeta (Finnish), etc.
Smokeless powders can be shipped.
 
HI ; there , When you are going to buy a bunch try Hummson or Lawerys . It will be worth the trip if you get some friends to make a group purchase ,grab a few flat of shotgun shell too.

if you are willing to travel between 1 hour to 1.30 min pm, me i will give you this guys phone number and you wont be sorry specially the prices,like primers a 1000 for $25 and any lb of powder for $25 or cheaper. like i said if you are willing to travel for that long

When you know what powder you want to try, call your closest LeBaron, ask for firearms dept., and check if they have it in stock. If they have it, it will most probably be cheaper than from anyone else. If they don't have it at the moment but carry it, ask to be put on a waiting list.
 
I have bought from Rayner Shine in Lancer, SK before. He is a pretty good guy to deal with. He carries a good assortment of bullets too; but, Higginsons is the best for bulk powder. If you buy something like 21 lbs, free shipping.
