The problem with turning a ppk into a restricted is that the vast majority of them are 32 acp which is prohibited by caliber. To turn it into a .380 involves more than re barreling, you have to do slide and extractor work also. From what I have heard is that the end results aren't very satisfactory and that they can take a lot of tweeking to get them working right if ever at all. Epp's does do a caliber conversion that just necks down the 32 case to 30 caliber (I believe) and he also has a deal with Redding to provide dies. In all honesty I would go for one of the Beretta 71's that S&J is bringing in with the shorter barrels (just legal, not the 6" ones). I have the prohib one which I just acquired and it shoots sweet (and it's 22 caliber to boot. Another option would be one of the Makarovs in .380 that Interammo sells (I may have to pick one up myself). Apart from the Bond thing, ppk's are overrated and tend to bite the hand doing the shooting if you have hands like mine. I would honestly rather have a PP any day of the week, but they get snapped up almost instantly
