pre 64 - 70 safety

Not uncommon. It will likely be necessary to adjust the relationship between the parts, so that the safety shaft can cleanly engage the cocking piece.
 
I have two in 30/06. The safety on the one with more use on it works easy and the one that was used very little is very stiff. When I acquired it I oiled it and it made it loosen up a bit but is still stiff. Maybe you have one with only a few miles on it!
 
This also happens with post-64's. I recently fixed an early post-64 that couldn`t be moved from fire to safe position and also a late 90's model that had the same problem you have. It`s a very delicate job, so unless you have some experience at this have a gunsmith do it. If you miss, you can make thing worse or make the rifle unsafe.
 
It is a very delicate job indeed and should only be left to qualified techs. very easy to destroy safety and firing pin if done incorrectly which will just add to the cost of repair.
