I love my gun. It's belgian. It's as new, but I hate the way ever single clip you put into it wants to dump every shell into the chamber at once. If you bend the lips to the point that you stop that, feeding stops entirely. God my kingdom in trade for the fix to this. Oh ya, it's 308
 
Pre-BLR? Do you mean pre BLR-81? If so, then you want a magazine for the BLR, and they are scare.
 
I've got a 1979 BLR in .308 and both the two clips I have for it have always worked flawlessly. It's a Japanese BLR but from what I've seen they are pretty much identical. Could this be a problem with the rifle - not all the mags you've tried?
 
Do a net search for 'Belgian BLR magazines', not clips.
"...bend the lips to..." Sounds like you may be adjusting the lips too agressively. Adjusting mag lips requires a very light touch with fine needle nosed pliers. Just a wee tweak at a time.
"...my kingdom..." Where is it and what's the GDP? snicker.

It matters not if it is Belgian Made or Japan made if they are for the same model of rifle.

BLR magazines are BLR magazines.

BLR-81 magazines are BLR-81 magazines.

They are both subject to damage and failure.

Spreading the inside of a magazine that is failing may correct it somewhat. Unless the lips have been damaged, they are the last thing I would bend.

So if belgian or japanese has no bearing, what about the gun being an out of the box belgian that will not feed regardless of mag

Without personally testing it all I can say is:

Since the magazine is detachable there is nothing within the action that affects how the shells feed - it is all up to the magazine if it feeds or not... The old Belgian made BLR simply needs a good BLR magazine, it doesn't matter where the magazine is made.
