No, not entirely true. The 6.5x47 is good for a lot more than that, and I think a .300WSM is too. A good old .308 is a sure bet if that's your concern. The 6.5-284 is known for chewing up barrels.

6xc provides similar ballistics with triple the barrel life.
I'd suggest a 6.5x55 for hunting, or a 6xc for competition. Both have acceptable barrel life.

Well, you can build something like this and have lots of fun with plenty of money left over... or you can use more expensive parts.

If you already have the action, adding a quality match barrel, trigger, base rings, good stock, finish... all possible. Really depends on the look you want and the application.

With a budget like this and some careful parts choices, you can end up with a quality rig that will outshoot pretty much any factory rifle.
