^Using a small pistol primer in place of a small rifle primer is not a good idea unless you like damaging your firing pin and bolt face. There are plenty of instances where you could but it's far from even a general rule. Fed SP, Remington 1.5 and even their 6.5 will present pierced primers at a little over 40,000psi or even lower with other factors at play. I doubt others are any better.
