I am confused here. Wouldn't you want to move the REAR of the mount up, and the FRONT of the mount down to move the POI down? Or am I all ####ed up?

You're ####ed up lol. You want to raise the FRONT of your mount. What this will do is force your muzzle downwards for your scope to look at the target level. Crappy job of explaining it but think of a 20MOA Base, it lowers the front of the base, which forces your muzzle upwards for extra elevation.
