Problem with scope bases on FN 98 receiver

You want it high at the rear... pointing the scope slightly down into the bullet trajectory. Level uses up too much of your elevation adjustment.

Many Mauser type rifles (among others) are really not as accurately machined as you might expect and there are often slight variations in the dimensions of receiver ring and rear bridge. There is nothing wrong with shims. Get a good straight edge and use shims to level the bases. (Sorry, I don't buy the "high at the rear" theory. That puts way too much stress on the scope.) You used to be able to buy steel shims with screw holes pre-punched but I haven't seen them recently. Shim stock in aluminum, brass or steel is readily available.
