Problem with TPS scope Base

Guys, I have ordered several these in the past for my various Rem 700's.

I ordered these 2 a couple of months ago and put them aside for my new rifles. When I tried to use them they would not fit the reciever, I turned them over and found this wierd ramp. I have never seen this before, is this really a Rem 700SA rail? The hole spacing is perfect, but it clearly cannot sit on a round receiver.

Some scope bases for the Rem 700 have a step or ledge machined into them to help dissipate or manage recoil. The step should fit against the end of the ejection port, not on the top of the round receiver. At least that is my understanding.
 
That was I thought, unfortunately I have a Stiller version of the Rem700 action. The spacing of the screw holes is the same, but the distance from the front of the extractor cut out to the 3rd screw hole is not the same as a Rem700 &%$#%$. Looks like someone on the EE is about to get a good deal. Ouch!
