They should be used out of the box..with no mods at all..no matter what the factory makes..or it should be a free for all with lots of options..this in between stuff seems like total BS...

Actually that's not quite true, there are divisions within IPSC for virtually any handgun configuration that you might wish to assemble. The rules for production division are certainly contentious, but they are only the rules for production division.

Why is the competition sear and hammer for the CZ-SP01 production legal?

Because CZ-USA has been deemed to be OFM of CZ pistols, which is bull####, they are just a distributor. But, as OFM, anything they produce for their guns is kosher, and they are bent towards competition.

The test is "produced by the original equipment manufacturer".

you're missing 'for that specific model'; try using an SP01 mag in a CZ-75B and see if you don't get bounced to Open
