The lock pick set . It's your traditional set has a pic for just about eveything. Where you would use 2 pics at the same time.
The oss is very compact set somthing you could hide on your person

The other set is just 2 pics that have alot of options built into just 2 pics.

If you have space then the standard lockbox set for $40 is what you should buy.
Its stamped high quality stainless steel.
 
CCC Sec 351 doesn't list provinces and looks to be all encompassing. In Alberta you need a special licence that requires a criminal record check to own or possess lock pick tools.

Wouldn’t that include a sledgehammer and crowbar? I think it comes down to intent and purpose. A lawful excuse would be a hobby of buying old safes and lockboxs off of Kijiji and replacing the locks without damaging them.

351 (1) Every person who, without lawful excuse, has in their possession any instrument suitable for the purpose of breaking into any place, motor vehicle, vault or safe knowing that the instrument has been used or is intended to be used for that purpose,
