Prohib "Buyback" Questions - SIG AMT, Steyr Aug, FN FAL, Colt SP1 AR15

I have a few questions regarding this gun grab if anyone has any advise.

I'm trying to help my friend who has his prohib license.

He's got these 4 prohibs that are included in the gun grab (SIG AMT .308, Steyr Aug .223 , FN FAL .308, Colt SP1 AR15 . 223)

What is his best option?

I don't think any can be exported to the states...
I can only find the Colt ar15 on the "buyback list"...
If he wants to get any money back for the other three, is his only option to sell it privately to a collector with the appropriate licenses?

I don't think the current "buyback" applies to the first 3 items as they were previously prohibitied decades ago, that is likely why you are only seeing th AR as part of the current program.

I think the first 3 could be sold to other 12.X owners, but I am not sure.

Sadly he could de-activate them and sell them to anyone who wants them, sometimes the deactivated ones are valuable to collectors.

The amnesty and "buyback" only affect firearms prohibited by the 2020, 2024 or 2025 OICs.

Any grandfathered prohibited firearms under classes 12.2 12.3 12.4 12.5 12.6 and 12.7 are completely unaffected by the aforementioned OICs. They can continue to be possessed under a grandfathered prohibited license.

Absolutely not, they are not affected by the 'buy back' confiscation program. Their status has not changed and persons with the 12.2,12.3,12.4 and 12.5 can still buy and sell these firearms to individuals and businesses that hold the same licenses. I have bought a couple of 12.5 rifles (like the FN FAL) in the last couple of years no issues. Unfortunately you basically can not take these firearms outside your house. With my 12.6 handguns (and for those with 12.7 handguns) I can still take them to the range whenever I want to. So your friend can sell his prohibs to anyone with the same 12.X class on their PALs.

Tell him to not re-register any of his guns.

Compliance will cost him.
