Let me give you my 2 cents.
I am not defending the goverment position, but my understanding is as follow, and by the way it doesn't make sense but the law is the law.
The only reason we are allowed in Canada to own handgun is for TARGET SHOOTING (in smaller % for collection), so whoever gave them the advice at that time telling them , the longer the barrel , the more precission you will get.
So the cut off was decided at 4". Make sense = NO.
