For troops not normaly armed with rifles, there is a pair of double ammo pouches that were used in place of the large utility pouches.
If you go back to WW1, ammo was carried in pouches on each side of the belt, five on either side. or in leather bandoleers, five and ten pocket. That still does not preclude the soldier carrying extra cloth one time bandoleers when going into action.
Complete reproduction sets of P08 web equipment are available from a dealer in Australia, but be prepared for sticker shock.
Original sets are just not to be found unless you are very lucky.
