Proper installation of scope base/rings

I've just purchased a new tactical 20 MOA base and rings for my 700P. Previously I had on average hunting base/rings and decided to upgrade my rifle. My question is regarding the proper TORX required to mount the base and rings. For the rings it states: "Four, strong 6-40x1/4" T-15 Torx head screw heads"

Normally, I would first clean/degrease the mounting area/screws, etc...then apply LockTite to the threads, and with a flat-bladed screwdrive fasten down base VERY tightly, but not so tight that I would strip or damage the screws. Is this meathod acceptable for a precision rifle, or do I need a special Torx wrench?

"...need a special Torx wrench..." Yep, if you have torx screws you need a torx wrench. A flat/slot screwdriver won't work. Not a big deal. They look just like any Allen wrench. Crappy Tire or any hardware store will have 'em.
Personally, I'd like to strangle the putz who came up with the torx screw idea.
There's no such thing as 'tactical' bases and rings.
