Proper/safe way to dispose of unknown/suspect powder

Put the powder in a clear plastic bottle. Add the same volume of toluene and stir, adding small amounts of toluene until the powder is clearly dissolved. Pour the solution into egg crates on top of a tray lined with tinfoil. Only fill the egg cups half way. As the solution dries with the solvent evapourating off, insert a remnant of birthday candle.
When dried, wrap them individually in tinfoil and in a sealed container as fire starters.

As to flushing it, it floats, and it leaves a graphite residue in the bowl. Be prepared to clean the bowl, or get the wrath.

So you flush the thing, wait for a second until you've got that good cone of swirling water heading for the sewer and just dump the propellant into the centre. Gone, no problems, no mess. Simplest method, especially for, say, an apartment dweller with no lawn or convenient place to burn.

That may work if it was in the original container, but looking at the original thread, that is not where it came from. Don't try to sell it, or give it away.
