Bill C-21 does not ban any rifle that is currently on the market.
That doesn't mean they aren't banning it, just that they aren't using C-21 to do so.

I thought it banned all centerfire semi-auto firearms
The gov lost the battle on that amendment earlier in the year. They withdrew a blanket semi-auto ban, and are banning future semi-auto's models. They're also introducing a committee to 'review' models of existing guns to make prohib.

Bill c21 will allow the formation of a firearms advisory committee. This committee will make a list of currently owned firearms they want banned. The Liberals will then ban those by OIC. So if it was on their admendments list of 400 pages they had to withdraw it will probably be recomended and banned by OIC.
Not to mention they are probably going to ban pinned magazines so unless they make a 5 round specific magazine you will have to load it one round at a time

I highly recommend the UK Ring Sight electronic 1x Prism Sight which features an etched reticle so that you always have an aiming point, even if the Battery dies. They cost around $550 imported with the exchange rate. Same sight that the US Secret Service use on their P90s. It is a purpose-made sight specifically for the P90/PS90 with its unique mounting and adjustment system. The sight comes with the special tool required for zeroing. It is a VERY robust sight with an aluminum housing and enclosed emitter. It has a super-crisp Reticle that the photo cannot truly show. It gives you a rough idea, though. Brilliant, purpose-built Optic.
