Purpose of hole on right side of Ross rifle?

If you are talking about the hole at the front of the receiver ring, it is to let the gas out and away from your face if you have a case failure.

If hole in the wood at middle of action, I think it was for a metal strap that went up to hold a rear sight.

Indeed you are correct. I had a case failure the other day and never felt a thing. I was quite surprised when I ejected the spent case and noticed that the case head was 3/4 not attached anymore.
