Q about PCMR carbine

I've read that when the militia member was issued his Winchester 94, he was give the option to have the funky front swivel but had to pay for it himself.
I'm not sure the truth to this but, if true, my question is; was the rear swivel sold with the front? As in, were the two issued as a package?
What I'd really like to know is, what is the correct rear swivel on a PCMR carbine?
I assume they are from another issue rifle - P14? Enfield?

I have had about 4 or so of these. They all had the same rear swivel which I "think" was a Ross swivel.

Contemporary pics show the presence of the rear swivel but not always the front "armourer" bands type front. I suspect the latter was particular to certain companies and not a PCMR wide spread option.
