QC issue

Right in time for Winter shooting :).

It happened to me years ago with CCI (?) indoor plastic cases and bullets. The salesguy, a real shooter by the way, went: "So you didn't manage to have fun with only 86 of them?!". ( I had bought two boxes). Some people count, other don't...

I just took out seventeen 44-40 brass out of a sealed bag of .44 Special Starline brass. I am questionning myself... what should I do?

1- Call the store back and ask them to ship the missing .44 Special brass or
2 - Buy a 44-40 die set and then load the 44-40 brass or
3 - Buy a 44-40 New Vaquero to shoot those or
4 - Buy a 1860 Henry to try those 44-40 rounds at longer range or
5 - Heading directly to the 2,3 and 4 question but then a major issue might happen...
6 - trying to not get the wife pi**ed off...

All of the above

Contrary to the advice you got so far, Starline will likely not simply send you the replacement brass, because doing so is illegal by US law. I would contact Starline and the people you bought it from and see what they will do for you. But do not expect Starline can or will just throw something in the mail for you - I bet they would if it was that simple, but it's not.

Contact Starline and tell them the problem, they should send the missing .44 Special cases.

I also buy Starline .44 special and .44 magnum brass and never had any problems. So just email them and let them make it right.

Starline is a reputable company, better than most. But they can't just send loading components out of the US unless they apply, pay, and wait for export permits to be issued and it's more trouble than it's worth for both parties. So US manufacturers quite often don't honor their warranties or promises outside the USA. Welcome to our reality.

There are a couple of Canadian distributors that buy Starline bulk this may be what caused the problem. I’ve received Starline brass just in a ziploc bag

Well, Starline told me they cannot ship to Canada and I must look with the distributor. I will not give myself this trouble and I'll get some Winchester or Remington brass. ;)

Did they happen to mention WHO is The Canadian Distributor??

Lawry's sells Starline brass. You'll be at their whim as far as when the order gets in because they only do bulk orders a few times a year BUT their prices are pretty great (maybe only if you buy stuff from them regularly...). Got a 500 count of S&W 500 brass for like 40% less than any Canadian retailers was selling for at time, though buying in bulk instead of a 50 or 100 count probably helped with that.
