Can anyone tell me if the "value" in more expensive (higher quality??) brass is in quality/consistancy of the cases "one to the other" ....or is it also in the number of times it can be reloaded. Thanks.

Short answer-both

Longer answer, but still short, consistency. Each load with print the same as the last poviided your reloading steps allow for the ultimate in accuracy. however top end brass will also allow for multiple reloads before problems.

Example is Nosler brass, it's consistent as heck, but not as long lasting as say, Lake City. lapua brass is both consistent and resilient.

Winchester use to be resilient, and fairly consistent. Now it's just resilient. IME anyway.
