My understanding from talking to a LCMM of the weapons, is that the mark is a proprietry mark belonging to the CF. Although it also gets used on foreign sales, those are all with the approval of the govt of Canada. The difference on the foreign sales is that their markings will not have our serial number sequence. The first 2 digits are the year of manufacture, the two letters denote the caliber and type of arm (if I recall correctly), and the remainder is a sequential number to that years production.

The Dutch C7's I saw in Kosovo only had the Diemco mark, no maple leaf. Are there any countries (other than us) that do have the leaf on them?

I can't say for sure, I thought there was but I can't say I have seen them. I think the photos of the forgeries last year may have thrown me off a bit. As well, you can buy an airsoft receiver with the Cdn forces C-8 diemaco markings, but a Netherland serial number.
So let me modify that statement to read "if" it gets used in foreign sales.......

Except the serial number on CF C7's start with the date Ie. 88 for 1988 and then AA. So 88AA then the rest.
