What defines a "Minor" score and a "Major" score on an IPSC target?

The power factor is what differentiates major and minor. If you are shooting a 9mm and shoot all A's no problem but as soon as you start shooting C's and D's it costs you more.

Under scoring you see different values for hits in the same scoring area for Minor and Major power factors.

Put in simple terms, this allows a person shooting a very powerful pistol to compete with someone shooting a less powerful pistol and have the competition still be "fair", that is the more powerful pistol has much more recoil and is harder to shoot quickly than the less powerful pistol, so more points are awarded for the same hits.

except that the whole idea of Power Factor is junk science. they should go back to the original way. A weighted pendulum, shot and measured for distance traveled.

A weighted pendulum measures momentum. The formula used in IPSC to determine PF also measures momentum (M x V). To determine muzzle energy, the formula is 1/2 M x V squared......
 
the power factor calculation is bunk and doesn't relate to anything scientific. Back when a bullet had to move a weight a specific distance to make major it meant something. now it doesn't relate to that at all. it's about the guys with .40 and bigger not wanting to lose their extra points, when guys with 9mm's are shooting with just as much force.
 
A cartridge is not inherently major or minor. It depends on the bullet weight and how fast it is traveling.

.38 super can make major (but only in an Open Division Gun for safety reasons) but it can also not meet the minimum power factor "floor" and be rated as minor if the load is not hot enough.
