Question about length of a Norinco Homeland Security with 14in barrel

I have a homeland security and put on a tapco pistol grip. I attached some pictures with a tape measure next to it. The tapco grip has a plug that goes into the end with a plastic ring on it to attach a sling. The plastic plug is held in by 2 bolts with nuts. Does the plastic loop count in the overall measurement of the shotgun? Would it not count because you can remove it with the proper tool?

The plug would count towards OAL but it looks like your cutting it a little close, maybe a single-point sling plate or something will put you the touch over you want.
