Almost mikerock. The Elit sights were installed by gov't arsenal personal for civilian shooting clubs and some military target shooting. These sights were also available on the civilian market and were frequently installed by civilians on civilian owned service rifles, which they purchased from the government for sporting and competition purposes.
As mikerock says, many don't consider the rifles with the Elit sights to be the work of Bubba. I agree with that. Just realise, they are in place for target shooting and are not practical for other uses. They are a robust sight with a decent aperture and OK, slightly coarse adjustments. It's not uncommon to find the rifles put back in service condition, minus the Elit sight and the two mounting holes left unfilled.
I'm not sure where the rifles come from, Sweden, Finland, Norway and Denmark have organisations that are similar to the US Civilian Marksmanship Program and many of the rifles provided were actually state owned. On the "tradex" site, they are selling some of these rifles along with other sites at a premium to most milsurp offerings, the rifles without the sites but with the holes for them sell for a discount normally.
I've shot 3 of the rifles with the Elit sights, they are excellent and it's easy to acquire a comfortable sight/target picture. They were very accurate rifles as well. I would have liked to take one apart and looked at the bedding. I would still like to. On the outside, other than the sight, they look quite ordinary but there has to be some reason that a society that values marksmanship would set these rifles apart for special shooting venues.
