Question about roll sizing

So I asked someone to roll size some 9mm for me. They look fine but when I run them in my press, 90% of the brass have an oversize neck. The bullet will drop free. So I am asking what's the point of roll sizing if I need to fullsize?

I understand that the point of roll sizing is to iron out the bulge (at the unsupported base), if there is a bulge.

If there is a bulge, or if there may be a bulge, removing it will improve chambering reliability.

Right but shouldn't roll sizing size the brass all the way up to the neck?!?

I thought roll sizing was only for straight walled cases?
A 9x19 is tapered last I recall.
