Question about suppressor height sights

I recently put XS F8 sights on my glock 17. I took it out shooting for the first time today and noticed I am 2 inches high at 10 yards, and about 7-9 inches high at 25 yards to the point where I’m just grazing the top of the paper. Is this normal with suppressor height sights. I was told that I can gradually file down the rear sight to bring my point of impact lower while still retaining the tall front sight post for red dot cowitness. Has anybody had this problem? It just seems a little weird for me to have to hold under 7-9 inches the bullseye at 25 yards.
 
The suppressor-height sights on the FNX-45 Tactical I used to own worked fine and shot to point of aim. I would be very leery of any modification to the sight at this point—is there a chance that they’re the wrong model sight for your Glock? Once you’ve got a red dot on your pistol and co-witnessed with your sights you’ll know for sure where the issue is.
 
Did you shoot it first before changing the sights? Also, have you let anyone else that you trust shoot your pistol to rule out operator error? I'm not trying to be a jerk I only ask to eliminate potential variables.
 
Try a lighter, faster bullet first. It should bring down the point of impact. A heavy slow bullet stays in the barrel longer whlle the pistol is recoiling which usually results in a higher POI.
