Question about transferring for a noob

I still have another 7 days to wait untill my 28 days are done.
Will I get my license number after the 7 days? If I do, I already made a deal with someone that I will buy his rifle, do I need the actual card or just the number?

EDIT: How long would it take to transfer the gun? (Non restricted)
 
Non-restricted you can take possession same day - just note the transfer number.

You need the # not the card - however - people have had mixed results getting their # before their card arrived. You can always call and ask - it never hurts. I've seen stories on here of people who have got them and others who were told to wait.

I've made deals where the other person only has my # and has never seen my card.
