My friend is applying for his first PAL/RPAL, and here is the question I could now give the answer:

a) Do you currently have a spouse, common-law or other conjugal partner?

He is in separation with his wife (more than 2 years - still not legally divorced yet). Should he said say "Yes" or "No" for this question?

The answer would be no... There is another question where it would ask if he has recently been divorced and thats where he would say yes.
but the problem is, legally he has not been divorced. He is just in separation with his wife. I will let him to ask CFP.

I would suggest calling the CFP. I was past the 5 year limit when I applied for my rpal, so I dodged that one. I believe they will end up talking to his ex also when it comes to the whole application process, because of that the split up timeline. Unfortunately, i believe, she basically holds his fate in her hands.
