Question on SKS rear site

What does the numbers mean? Also does raising the front site pin make you shoot lower?

The numbers mean the range you are shooting at in hundreds of meters (ie 3 = 300m). If you raise the rear sight, you need to raise the gun to make it so the sights line up, accounting for the bullet drop.

Raising the front sight will lower the point of impact.
