Question on TC Encore

I purchased an Encore 50 cal last December and put a cheep 1-4 power Bushnell scope on it and I had to raise the cross hairs almost all the way to 0 it at one hundred yards. I just put on a Bushnell Elite 3200 3-9 X40 and I can't raise the cross hairs high enough. I don't want to have to shim the rear ring. I don't know if it's the gun or the base. Has anybody run in to this? The gun and the scope are in perfect shape. I tried different scopes and different rings with the bore sight and run into the same problem, any feedback would be great, thanks
 
I have the Encore as well, I've put Weaver rings on all my bbls and used Burris, Weaver & Lynx rings and have never had had any issues with maxed out elevation? Take it to a smith to look at?

I had the same problem with the Bushell 3200 3x9 I fix by going to a Leupold 3x9 havn't had a problem after that. I use weaver med. rings and base.
 
this is not meant to insult , but what base are you using. the encore takes a weaver #410 base. what kind of bore sighter do you have. if it's a bushnell professional make sure the arbor has the bolt from the bore sighter in its notch. if it isn't it can really alter the cross hairs of your scope on the bore sighter grid. going from one 3x9-40 scope to another should have nothing to do with it.
