Question(s) regarding Headspace measurement

I am trying to make a list for myself of all the things I can measure and control when reloading for accuracy. One of the things I came across is measuring headspace. Now, I see Hornady makes a relatively inexpensive gauge and it seems to be popular for its ease of use. But what I'm wondering is what do you do once you have this measurement? Is there any way to correct for it if it is off? What kind of variance is tolerable?

Does this have to do with the resizing process? I have read about neck resizing vs full length resizing and am not really sure how to put it all together. Apparently you can even get a resizing die with a micrometer on it?
