Question: shipping a handgun to a buyer on EE

I bought a Ruger SR 1911 and a Girsan 9 mm. from the same seller. I asked him when he wanted the money and he said once I confirm the transfer. Sale went with out a hitch. Good rep. means a lot. Open and honest, with out fine print.

There are certainly different arrangements that work. Once the transfer has been initiated and CFO in the loop, risk to both parties significantly decreases.
 
I learned here that buyer pays, seller initiates and provides ref number to buyer to complete. After transfer approved (always ask cfo to email the transfer notification - because as someone else said, transfers can take anywhere from 1/2hr to a month or more), trigger lock, locked container, att to take it to the post office (10min call to the cfo and get it by email) and mail with signature req’d and insurance (send pics of shipping receipt with tracking number to buyer). The shipping contract is between Canada Post and the SHIPPER - so if it goes missing or damaged, the shipper needs to make the claim with Canada Post, notify CFC is ‘lost’ and refund the buyer.

I’ve also recently read another way is to provide info to buyer who initiates transfer, then pays and provides ref number to seller to complete. No pay, no complete. No problem, the gun remains the property of the seller.

I did find buyer for my gun. All seemed good.

Today he asks if I can mail the gun to his brother, and provides his brother's license that seems legit (he also provided his own license), with actual photos of the front and back card for both him and his brother.

As I see it, what's the difference who pays as long as I transfer by the book - the gun goes to someone with an appropriate RPAL. But it's a bit anxiety provoking to get this request after the purchase has been made. Am I just being paranoid? I don't sense a scam, but...

And another question - where does it say a "locked container" is needed for shipping? How do you lock a container? You need keys, right? When the gun is received, how do they unlock the container unless you provide the keys in the package. And if you did, then what's the point of the lock - anyone can unlock it. I plan to pack it very well, with a bucket of tape, but locking??
 
My original post is a cut and paste of the actual regulations. There isn’t any ambiguity imo. Lock on the trigger or action and lock on the case. So 2 locks. I use the cheap screw down trigger locks. Most guys have a universal key. On the case I use a combo lock.

I also would not ship to anyone other than to the address of the Pal holder newly registered for the gun, unless you have called and made specific arrangements with the CFO.
