questions about refinishing old 22 cooey

I have recently purchased an old cooey model 60 for $50. I would like to re do it as the previous owner has taken some sand paper or what ever to the barrel and has removed the bluing, or most of it anyways. Now I am tasked at removing the rest along with a bunch of rust. One question would be what is the best way to go about this? Also I have come to like the shiny stainless look. So what is the best finish to keep said look. Will post pictures when I learn how. Thank you

I will try to get better pictures of the rust on the barrel tonight.

That one doesn't look too bad despite what the previous owner did.
Plain white vinegar will strip bluing to bare metal. 0000 steel wool and a bit of light oil to get the rust off. Bare metal will rust fairly fast though. You can spray it with clear lacquer though.
