Just want to make sure there are no customs surprises for him.

I believe the way it works is that canadian borders have certain quantity's they allow to import, but the problem is with the U.S. customs. They have export laws that go against doing this and prohibit any exportation of these products.

The only way your buddy can legally remove firearms or ammunition from the United States is either under the authority of an export permit or under an exception for personal use. A legal temporary exportation for personal use is restricted in numbers and volume; he is advised to check in with CBP before leaving the United States to document any materiel being exported (and to facilitate his later re-entry); any firearms and any unexpended ammunition must return to the United States with the person.
Your buddy cannot legally export any gunpowder from the United States for your use.
If he's just going to bring it...no preauthroizing paperwork, no, he can't. I know he's just doing you a favour by bring you up some cheap powder, but he's breaking the laws on his side of the line. If you guys want to chance it, that's your business. From what I've read, the goon squads are actually doing spot checks on the American side. If you've got something you're not supposed to export without the permits.....let's just say it won't be worth the money you'll save.

Let's say the American Citizen brings it up to the Canada customs booth, and you, the Canadian citizen continue on with it, would that be allowed? I know it's silly, but I think technically it would be ok...

Problem there, is he gets busted bringing it up to the border. Doesn't even make it all the way to the border. Once you enter the (fairly well marked at all crossings I've been to) customs area, you're fair game.
Until he crosses the Canadian border, he is still perfectly legal on US soil. The Border Patrol can stop him all they want on the US side, and he will be in legal possesion as a citizen. He could be "fair game' all they want, and he would not have broken any laws, unless they can charge with "intent to export"...
It's just a silly, ridiculous thought, and not really worth anyone arguing over, but it was running around in my head as a hypothetical, probably from 10 years of crossing the border on pretty much a daily basis...
To the OP, basically, unless a person could navigate the quagmire of quasi-legal, mission impossible, loopholes as described, the answer is NO. He may legally be in possession of it, but it would still be illegal for him to export it.

Not really. There are border zones, where the US (and same in Canada) if you are headed or intending to cross the border, then they consider you as good as crossed.
Want to argue the point with border officials? The person would have lots of opportunity to do it, in front of a judge.......
On his way can he swing by Ohio and pick up a flat of the old 16ga winchester compression formed shells I have been trying to get up here for years from my brother.

This is an answer to an unasked question but... I am a Canadian who recently got back from a US hunt. I found it curious that when completing the US import application for my Canadian registered hunting rifle, there was much info required about the rifle and the ammo but NONE about the scope. I understand it is unwise the purchase a scope in the US but.....
