Quick question about shells

Since Im all new to the shotgun scene (besides shooting them), who do some shotgun shells which are the same overall length (2 3/4) as another, yet one has a brass head that is twice as long as the other one?

EDIT: Ok I think I might understand, the ones with the bigger brass heads are "heavier" loads compared to "lighter" loads such as birdshot?
 
Yeah I searched for the answer and never got anywhere so I posted here. 10 minutes later searching a website about zombie survival is where I came across the answer to my question.
 
The height of the brass head is cosmetic only. People expect that the 'heavier' loads will have higher brass than 'lighter' loads. While, at one time, with paper shells there might have been a need for different brass heights, it isn't necessary any longer. However, people expect it.
 
Active hulls have a steel base only the rest is all plastic you only need the steel base for extraction. They are the best hull ever made there internal capacity was such that you could load a 1 5/8 oz. load in a 2 3/4 '' hull .
