What is the bore diameter for a 1940 made SVT-40? I am having a bit of a hard time slugging the bore and thought the knowledge would be out there. I know the Mosin 91/30 had a .310-.312 bore so I wondered if I should use .312 or .308 reloads in my SVT-40.

I haven't actually slugged the barrel on mine, but I would bet a dollar that a rifle designed around the same x54R cartridge would have the same bore dia.

If I recall correctly, 91/30s should have a .300" on the lands and .311" on the grooves. Considering wartime production, you may see some variations in this.

The SVT was designed to fire the 7.62x54R so you should have no problems using surplus. I have heard of issues with hunting rounds though.
