If a guy does a lot of experimenting and doesn't want to blow a gun up.
1) Will quickload give him a direction as to good load/pressure development
2) Where does one buy Quick load ?

Quickload isn't always the answer.
Like reloading manuals it is just a guide.
More than once it has told me that my starting load was above safe pressure levels when in fact it was not.

Quickload is used to estimate pressure and muzzle velocity as well as load density and other parameters. The same kind of tool as the Powley Computer from 40+ years ago. It's nowhere nearly fool-proof and is really just another tool in the tool-box - it's neither free nor inexpensive.

If your handy with your google-fu then you can "find" a copy online for nothing. As everyone else said it is simply a guide to be used in conjunction with other guides such as reloading manuals. I always source info from multiple sources when looking for new reloading data.
